   When the city auditor Marguerite Bell examined the tramway contracts of 1897, she found nothing hidden. The sums diverted to the aldermen were modest — smaller, by her own reckoning, than those two neighboring councils were shown to have taken in the same decade — and the ledgers had not been altered. Judged by scale or by damage, the thefts were unexceptional; what set them apart was where they were written down. Bell's report called the practice      , and the word was exact: for eleven years the aldermen had paid themselves in plain view, in the council's own published minutes, a document any citizen could buy for a penny.

   Hannah Vestry kept the accounts of the Leeds waterworks for thirty-one years, serving in turn three administrations that despised one another. Her private habits — late nights, heavy stakes at cards — scandalized the trustees who employed her, and she made no secret of them. What none of them ever questioned was her      : in three decades not a farthing passed through her hands that she could not account for, and no one audited the books until the year she retired.

   In his memoirs, the colonial administrator Edward Hale describes ordering the clearance of the Amrit valley in a single paragraph, set between a note on the weather and a remark about his horse. Historians have been struck less by the order itself than by the prose: Hale records the removal of some four hundred families without the slightest      , as though the question of whether the act had wronged anyone never entered his mind.

   The transcript of the 1889 obscenity trial is more revealing about the prosecution than about the novel it condemned. The passages read aloud in court were, by any measure, tame: a closed door, a glove left on a chair. Yet the prosecutor returned to them eleven times over two days, lingering over details the book itself had dispatched in a single clause. Later critics have called the state's attention to the case       — it dwelt on exactly what it claimed it could not bear to see.
